■概要
マシュー・デフレム教授は、米・サウスカロライナ大学で社会学を研究しています。研究テーマは、社会理論、法社会学にはじまり、社会統制、警察活動、テロリズム、大衆文化と幅広いものです。昨年は、“Doing Gender in Heavy Metal: Perceptions on Women in a Hypermasculine Subculture.(co-authored with Anna S. Rogers). London/New York: Anthem Press, 2022.”を上梓されました*2。
今回、デフレム教授は、警察の国際協調の発展と現状について、世界最古かつ最大の国際的な刑事法執行機関であるインターポール（International Criminal Police Organization：ICPO：INTERPOL）に焦点をあて報告します。近年のインターポールは、内外に抱えた問題のため、越境犯罪に適切に対応できていないと、デフレム教授は指摘します。人身売買、逃亡犯（カルロス・ゴーンなど）、そしてサイバー犯罪などをとりあげ、グローバルな文脈における国際協調ないし警察活動には何が必要であるのか、皆さまと意見交換します。

■［Abstract］
In this lecture, I discuss the development and state of international police cooperation in the contemporary world from a historical perspective. I will specifically focus on Interpol, the oldest and largest international organization of criminal law enforcement agencies in the world. Although Interpol was established by police to establish efficient means of cooperation, the organization has in recent years not always provided for the best methods to achieve its goals to fight international crime. By example, Interpol has in recent years no longer placed a premium on terrorism among its objectives.  Among other limitations, this decline has been brought about by factors both external and internal to the organization. Externally, police of many nations prefer to work unilaterally or on the basis of smaller, temporary forms of international collaboration. And, internally, moreover, the membership of Interpol has grown very fast and without regard to its central objectives of law enforcement. Among the many problems, in particular, are abuses of Interpol’s notices system as well as political and legal difficulties with the organization’s leadership.
On the basis of these findings, I discuss the continued need for international police cooperation in view of such important transnational crimes as human trafficking, fugitives from justice (such as Carlos Ghosn), and cybercrime.
This criminological work can contribute to secure the future of international policing in the global context.
