授業等の休講措置に関する取扱基準

本基準は、自然災害に対する学生の安全確保及び交通機関の不通への対応のため、学長が判断する授業及び定期試験(以下「授業等」という)の休講措置等について、必要な事項を定めるものとする。

Ⅰ 自然災害に対する安全確保のための基準

1.台風等による気象警報の発令【3学舎共通】

(1)警報の種類

「暴風警報」「暴風雪警報」又は「特別警報」のいずれか

(2)警報発令の対象地域

「京都府南部」「大阪府」又は「滋賀県南部」のいずれか

(3)休講措置の基準

  • ① 午前6時30分から(6時30分を含む、以下同じ)午前10時30分前まで(10時30分を含まない、以下同じ)の間に警報が発令されている場合、1・2講時の授業等は休講とする。
  • ② 午前10時30分から(10時30分を含む、以下同じ)午後2時00分(2時00分を含まない、以下同じ)の間に警報が発令されている場合、3講時から5講時の授業等は休講とする。
  • ③ 午後2時00分以降(2時00分を含む、以下同じ)、警報が発令されている場合、6・7講時の授業等は休講とする。
  • ④ 授業等の時間中に警報が発令された場合、気象の状況等を考慮の上、学長が休講の実施時刻を判断する。

2.地震の発生【3学舎共通】

(1)震度

震度5弱以上

(2)地震の発生地域

以下の①、②又は③のうち、いずれかに該当する場合、休講措置を取る。

  • ① 深草学舎及び大宮学舎が所在する「京都市」
  • ② 瀬田学舎が所在する「滋賀県大津市」
  • ③ その他、学長が指定した地域

(3)休講措置の基準

  • ① 地震発生の当日は、全日休講とする。
  • ② 地震発生の翌日以降は、震災の状況等を考慮の上、学長が授業等の実施の有無を判断する。
  • ③ 授業等の時間中に地震が発生した場合、即時、休講とする。

3.土砂災害及び水害等による避難情報の発表【学舎ごと】

(1)避難情報の種類

「避難指示」(警戒レベル4)

(2)避難情報の対象地域

以下の①、②及び③のうち、避難情報が発表された学舎について休講措置を取る。

  • ① 深草学舎が所在する「京都市砂川学区」
  • ② 大宮学舎が所在する「京都市安寧学区」
  • ③ 瀬田学舎が所在する「大津市瀬田大江町」又は「大津市瀬田南大萱町」

(3)休講措置の基準

  • ① 午前6時30分から午前10時30分前までの間に避難情報が発表されている場合、1・2講時の授業等は休講とする。
  • ② 午前10時30分から午後2時00分の間に避難情報が発表されている場合、3講時から5講時の授業等は休講とする。
  • ③ 午後2時00分以降、避難情報が発表されている場合、6・7講時の授業等は休講とする。
  • ④ 授業等の時間中に避難情報が発表された場合、災害の状況等を考慮の上、学長が休講の実施時刻を判断する。

Ⅱ 交通機関の不通に対する基準

1.深草学舎・大宮学舎

(1)交通機関の状況

以下の①又は②のうち、いずれかに該当する場合、休講措置を取る。なお、各交通機関に定める区間は、全面的又は部分的を問わない。

  • ① 以下の交通機関のうち、2つ以上の交通機関が「運転見合わせ」となった場合
    • 「JR京都線(京都~大阪)」
    • 「京都市営バス・京都市営地下鉄(全区間)」
    • 「京阪電車(出町柳~淀屋橋)」
    • 「阪急電車(京都河原町~大阪梅田)」
    • 「近鉄電車(京都~大和西大寺)」
  • ② 「JR琵琶湖線(京都~野洲)」において「運転見合わせ」となった場合

ただし、一時的な「運転見合わせ」は休講の対象としない。

(2)休講措置の基準

  • ① 午前6時30分から午前10時30分前までの間に「運転見合わせ」となっている場合、1・2講時の授業等は休講とする。
  • ② 午前10時30分から午後2時00分の間に「運転見合わせ」となっている場合、3講時から5講時の授業等は休講とする。
  • ③ 午後2時00分以降、「運転見合わせ」となっている場合、6・7講時の授業等は休講とする。
  • ④ 授業等の時間中に「運転見合わせ」となった場合、交通機関の運行状況等を考慮の上、学長が休講の実施時刻を判断する。
  • ⑤ 交通機関により計画的な運休が発表された場合、対象路線や運休期間等の発表内容に基づき、学長が休講の実施について判断する。

2. 瀬田学舎

(1)交通機関の状況

以下の①、②又は③のうち、いずれかに該当する場合、休講措置を取る。なお、各交通機関に定める区間は、全面的又は部分的を問わない。

  • ① 「JR京都線・JR琵琶湖線(大阪~米原)」において「運転見合わせ」となった場合
  • ② 以下の交通機関のうち、2つ以上の交通機関が「運転見合わせ」となった場合
    • 「京都市営バス・京都市営地下鉄(全区間)」
    • 「京阪電車(出町柳~淀屋橋)」
    • 「阪急電車(京都河原町~大阪梅田)」
    • 「近鉄電車(京都~大和西大寺)」
  • ③「帝産湖南交通(JR瀬田駅~龍谷大学)」が「運転見合わせ」となった場合

ただし、一時的な「運転見合わせ」は休講の対象としない。

(2)休講措置の基準

  • ① 午前6時30分から午前10時30分前までの間に「運転見合わせ」となっている場合、1・2講時の授業等は休講とする。
  • ② 午前10時30分から午後2時00分の間に「運転見合わせ」となっている場合、3講時から5講時の授業等は休講とする。
  • ③ 午後2時00分以降、「運転見合わせ」となっている場合、6・7講時の授業等は休講とする。
  • ④ 授業等の時間中に「運転見合わせ」となった場合、交通機関の運行状況等を考慮の上、学長が休講の実施時刻を判断する。
  • ⑤ 交通機関により計画的な運休が発表された場合、対象路線や運休期間等の発表内容に基づき、学長が休講の実施について判断する。

Ⅲ 休講措置の特例

上記「Ⅰ」及び「Ⅱ」の基準にかかわらず、学長が、学生の安全確保のために必要と認めた場合や通学困難等と認めた場合、休講措置を取ることがある。

Ⅳ 周知の方法

この基準に基づく休講措置の実施又は授業等の再開については、その都度、本学ウェブサイト及びポータルサイト等において周知する。

Ⅴ 配慮依頼及び代替措置

  • ① 本基準に基づき、休講とせず授業を実施した場合において、自然災害や交通機関の運行状況等、やむを得ない事由により授業を欠席した学生に不利益が生じないよう、大学は授業担当者に配慮の依頼を行うものとする。
  • ② 授業を休講した場合は、授業担当者の判断により、補講または代替措置を取ることがある。
  • ③ 定期試験を延期する場合は、別途、実施日程を本学ウェブサイト及びポータルサイト等において周知する。

  付 則

  1.  この基準は、平成31年4月1日から施行する。
  2.  この基準の施行に伴い、授業休止の取扱基準(平成28年2月25日制定)は廃止する。

  付 則(令和3年5月27日Ⅰ)

  この基準は、令和3年5月27日から施行する。

  付 則(令和4年11月17日Ⅱ改正)

  この基準は、制定日(令和4年11月17日)から施行する。

Regulations for the Handling of Cancellations (Classes, etc.)

Establishment: December 20th, 2018
Amended: Reiwa May 27th, 2021 (Reiwa 3)

For ensuring the safety of students amidst natural disasters and responding to a lack of transportation, these regulations are related to specific matters concerning classes and final exams (hereinafter referred to as “class” or “classes”), as determined by the President.

Ⅰ Criteria for Ensuring Safety Against Natural Disasters

1. In the Case of Weather Warnings (Typhoon, etc.)【Applicable to All Campuses】

(1) Warning Type

[Storm Warning (boufuu keihou)], [Snowstorm Warning (boufuusetsu keihou)], or [Emergency Weather Warning (tokubetsu keihou)]

(2) Target Area of Warning

[Southern Kyoto Prefecture], [Osaka Prefecture], or [Southern Shiga Prefecture]

(3) Criteria for the Cancellation of Classes

  • ① If a warning is issued between 6:30am and 10:29am, all classes taking place in the first and second periods shall be cancelled.
  • ② If a warning is issued between 10:30am and 1:59pm, all classes taking place in the third to fifth periods shall be cancelled.
  • ③ If a warning is issued from 2:00pm onwards, all classes taking place in the sixth and seventh periods shall be cancelled.
  • ④ If a warning is issued while classes are in session, the President shall make a decision regarding cancellation timing, taking into account weather conditions and other factors.

2. In the Event of an Earthquake【Applicable to All Campuses】

(1) Intensity

“5-lower (shindo go-jaku)” and above

(2) Earthquake Area

If any of the three following conditions (①,② or ③) apply, cancellation measures shall take place.

  • ① 「Kyoto City」(where Fukakusa Campus and Omiya Campus are located)
  • ② 「Otsu City, Shiga Prefecture」(where Seta Campus is located)
  • ③ In another area specified by the President

(3) Cancellation Procedures

  • ① On the day that an earthquake occurs, classes shall be cancelled for the entire day.
  • ② From the day following an earthquake onwards, the President shall make a decision as to whether classes shall take place, taking all factors of the situation into consideration.
  • ③ In the event of an earthquake during class hours, classes shall be cancelled immediately.

3. Issuance of Evacuation Information Related to Landslides and Flood Damage【Each Campus】

(1) Type of Evacuation Information

[Evacuation Order (“hinan shiji”) ] Warning Level 4

(2) Target Area of Evacuation Information

If evacuation information is issued for any of the following three areas, cancellation measures shall take place.

  • ① 「Kyoto City, Sunagawa School District」(where Fukakusa Campus is located)
  • ② 「Kyoto City, Annei School District」(where Omiya Campus is located)
  • ③ 「Otsu City, Setaooe-cho」(where Seta Campus is located) or「Otsu City, Setaminami Oogaya-cho」

(3) Criteria for the Cancellation of Classes

  • ① If the evacuation information is issued between 6:30am and 10:29am, classes taking place in the first and second periods shall be cancelled.
  • ② If the evacuation information is issued between 10:30am and 1:59pm, classes taking place from the third period to the fifth period shall be cancelled.
  • ③ If the evacuation information is issued from 2:00pm onward, classes taking place in the sixth and seventh periods shall be cancelled.
  • ④ If evacuation information is issued while classes are in session, the President shall make a decision regarding cancellation timing, taking into account current disaster conditions and other factors.

Ⅱ Criteria Regarding Transportation Disruption

1. Fukakusa Campus・Omiya Campus

(1) Transportation Conditions

If either of the following conditions (① or ②) apply, cancellation measures shall take place, regardless of whether the transportation company designates a disruption of the entire train/bus line or a portion of the train/bus line.

  • ① When two or more of the following companies have suspended their transportation services (“unten miawase”)
    • 「JR Kyoto Line (Kyoto – Osaka)」
    • 「Kyoto City Bus・Kyoto Municipal Subway (All Sections)」
    • 「Keihan Railway (Demachiyanagi – Yodoyabashi)」
    • 「Hankyu Railway (Kawaramachi – Umeda)」
    • 「Kintetsu Railway (Kyoto – Yamatosaidaiji)」
  • ② When the transportation services of [JR Biwako Line (Kyoto – Yasu)] have been suspended)

However, a temporary [suspension of transportation services] shall not be cause for the cancellation of classes.

(2) Criteria for the Cancellation of Classes

  • ① If a suspension of transportation services occurs between 6:30am and 10:29am, classes taking place in the first and second periods shall be cancelled.
  • ② If a suspension of transportation services occurs between 10:30am and 1:59pm, classes taking place from the third period to the fifth period shall be cancelled.
  • ③ If a suspension of transportation services occurs from 2:00pm onward, classes taking place in the sixth and seventh periods shall be cancelled.
  • ④ If a suspension of transportation services occurs while classes are in session, the President shall make a decision regarding cancellation timing, taking into account current transportation conditions and other factors.
  • ⑤ If announcements are made by a transportation company regarding a scheduled suspension of services in the near future, the President shall make a decision regarding the cancellation of classes based on the announcement contents (suspension route ,suspension period and other factors)

2. Seta Campus

(1) Transportation Conditions

If any of the following three conditions (①, ②, or ③) apply, cancellation measures shall take place, regardless of whether the transportation company designates a disruption of the entire train/bus line or a portion of the train/bus line.

  • ① When the transportation services of [JR Kyoto Line and JR Biwako Line (Osaka – Maibara)] have been suspended (“unten miawase”)
  • ② When two or more of the following companies have suspended their transportation services (“unten miawase”)
    • 「Kyoto City Bus・Kyoto Municipal Subway (All Sections)」
    • 「Keihan Railway (Demachiyanagi – Yodoyabashi)」
    • 「Hankyu Railway (Kawaramachi – Umeda)」
    • 「Kintetsu Railway (Kyoto – Yamatosaidaiji)
  • ③ When the bus transportation services of [Teinan Konan Koutsuu (JR Seta Station – Ryukoku University)] have been suspended

However, a temporary [suspension of transportation services] shall not be cause for the cancellation of classes.

(2) Criteria for the Cancellation of Classes

  • ① If a suspension of transportation services occurs between 6:30am and 10:29am, classes taking place in the first and second periods shall be cancelled.
  • ② If a suspension of transportation services occurs between 10:30am and 1:59pm, classes taking place from the third period to the fifth period shall be cancelled.
  • ③ If a suspension of transportation services occurs from 2:00pm onward, classes taking place in the sixth and seventh periods shall be cancelled.
  • ④ If a suspension of transportation services occurs while classes are in session, the President shall make a decision regarding cancellation timing, taking into account current transportation conditions and other factors.
  • ⑤ If announcements are made by a transportation company regarding a scheduled suspension of services in the near future , the President shall make a decision regarding the cancellation of classes based on the announcement contents (suspension route , suspension period and other factors)

Ⅲ Special Cases for Cancellation Measures

Notwithstanding 「Ⅰ」and 「Ⅱ」above, the President may make a decision regarding cancellation measures for the purpose of protecting students’ safety or if school attendance is deemed difficult.

Ⅳ Announcement Methods

Based on these regulations, information shall be given on the University website and Portal Site regarding the implementation of cancellation measures, as well as the resuming of classes.

Ⅴ Considerations and Alternative Measures

  • ① In accordance with the regulations, the university shall make requests to class instructors to give consideration to students' absent due to unavoidable reasons (ex. natural disasters, transportation conditions, etc.), in the case that the class was not cancelled.
  • ② In the case of class cancellation, it shall be in accordance with the class instructor’s judgement as to whether there shall be a supplementary class or alternative measures shall be implemented.
  • ③ In the case of postponing final exams, the exam date shall be posted on the University website and Portal Site.

Supplementary Provisions

  1. These regulations shall come into force from April 1st, 2019.
  2. With the enforcement of these regulations, those formerly enacted for class cancellation (as of February 25th, 2016) shall be abolished.

Supplementary Provisions (Section 1, 3rd Clause, 1st Line)

These standards will come into effect on May 27, 2021 (Reiwa 3).

停课管理规定

本规定是为确保学生安全,在发生自然灾害以及公共交通瘫痪时,由校长决定实施停课以及停考措施的规定。

Ⅰ 发生自然灾害时的安全确保实施标准

1.因台风影响发布气象警报时【3校区相同】

(1)警报的种类

「暴风警报」、「暴风雪警报」和「特别警报」的任意一项

(2)警报的发布地区

「京都府南部」、「大阪府」和「滋贺县南部」的任意一个地区

(3)停课标准

  • ① 上午6点30分(包含6点30分,以下相同)到10点30分(不包含10点30分,以下相同)有警报发布时,第1・2节课停课。
  • ② 上午10点30分(包含10点30分,以下相同)到下午2点00分(不包含2点00分,以下相同)有警报发布时,第3节到第5节课停课。
  • ③ 下午2点00分以后(包含2点00分,以下相同)有警报发布时,第6・7节课停课。
  • ④ 在上课时间内发布警报时,依气象状况,由校长决定是否停课。

2.发生地震时【3校区相同】

(1)震度

震度5弱以上

(2)地震发生地区

在以下①②③的任意一处发生地震时,实施停课。

  • ① 深草校区和大宫校区所在的「京都市」
  • ② 濑田校区所在的「滋贺县大津市」
  • ③ 其他,由校长指定的区域

(3)停课标准

  • ① 地震当日,全天停课。
  • ② 地震第二天以后,根据震灾情况,由校长决定是否停课。
  • ③ 在上课时间内发生地震时,立即实施停课。

3.因山体滑坡、泥石流以及洪灾发布避难信息时【各校区不同】

(1)避难信息的种类

「避难指令」(警戒等级4)

(2)避难信息的发布地区

以下①②③地区,发布避难信息地区的所在校区

  • ① 深草校区所在的「京都市砂川学区」
  • ② 大宫校区所在的「京都市安宁学区」
  • ③ 濑田校区所在的「大津市濑田大江町」

(3)停课标准

  • ① 上午6点30分到上午10点30分有避难信息发布时,第1・2节课停课。
  • ② 上午10点30分到下午2点00分有避难信息发布时,第3到第5节课停课。
  • ③ 在下午2点00分以后,有避难信息发布时,第6・7节课停课。
  • ④ 在上课时间内发布避难信息时,根据灾害的状况,由校长决定是否停课。

Ⅱ 公共交通瘫痪时的实施标准

1.深草校区・大宫校区

(1)交通机关的状况

发生以下①或②任意一项时,实施停课。「暂停运营」的范围包括全路段或部分路段。

  • ① 以下的交通机关,有2处以上发生「暂停运营」时
    • 「JR京都线(京都~大阪)」
    • 「京都市营公交巴士・京都市营地铁(全路段)」
    • 「京阪电车(出町柳~淀屋桥)」
    • 「阪急电车(河原町~梅田)」
    • 「近铁电车(京都~大和西大寺)」
  • ② 「JR琵琶湖线(京都~野洲)」发生「暂停运营」时

但是,短时间的「交通停止」不在停课范围内。

(2)停课标准

  • ① 上午6点30分到10点30分有「暂停运营」发生时,第1・2节课停课。
  • ② 上午10点30分到下午2点00分有「暂停运营」发生时,第3到第5节课停课。
  • ③ 下午2点00分以后有「暂停运营」发生时,第6・7节课停课。
  • ④ 在上课时间内发生「暂停运营」时,根据交通机关的运行状况,由校长决定是否停课。
  • ⑤ 交通机关事先发布「暂停运营」计划时,根据停运路线和范围,由校长决定是否停课。

2. 濑田校区

(1)交通机关的状况

发生以下①②③中任意一项时,实施停课。「暂停运营」的范围包括全路段或部分路段。

  • ① 「JR京都线・JR琵琶湖线(大阪~米原)」范围内发生「暂停运营」时
  • ② 以下交通机关中,有2处以上发生「暂停运营」时
    • 「京都市营公交巴士・京都市营地铁(全路段)」
    • 「京阪电车(出町柳~淀屋桥)」
    • 「阪急电车(河原町~梅田)」
    • 「近铁电车(京都~大和西大寺)」
  • ③ 「帝产湖南交通(JR濑田站~龙谷大学)」发生「暂停运营」时

但是,短时间的「交通停止」不在停课范围内。

(2)停课标准

  • ① 上午6点30分到上午10点30分有「暂停运营」发生时,第1・2节课停课。
  • ② 上午10点30分到下午2点00分有「暂停运营」发生时,第3节课到第5节课停课。
  • ③ 下午2点00分以后有「暂停运营」发生时,第6・7节课停课。
  • ④ 在上课时间内发生「暂停运营」时,根据交通机关的运行状况,由校长决定是否停课。
  • ⑤ 交通机关事先发布「暂停运营」计划时,根据停运路线和范围,由校长决定是否停课。

Ⅲ 停课措施的特例

除上述「Ⅰ」、「Ⅱ」标准外,经校长决定,因无法确保学生的安全或由于交通瘫痪无法到校上课时,可采取停课措施。

Ⅳ 公布办法

依照本规定实施的停课和复课通知,将在本校网页以及校园信息网上公布。

Ⅴ 酌情处理以及替代措施

  • ① 依照本规定,不采取停课措施正常上课时,为了不对因自然灾害及交通瘫痪等不得已的原因缺席的学生造成不良影响,校方可向任课老师提出酌情处理要求。
  • ② 停课时,由任课老师决定可进行补课或其他替代措施。
  • ③ 定期考试延期时,另行在大学网页以及校园信息网上进行公告。

  附 则

  1.  本规定从平成31年4月1日起实施。
  2.  自本规定实施日起,停课的执行准则(平成28年2月25日制定)将自动废止。

  附 则(Ⅰ第3项第1号改正)

 此标准,从令和3年5月27日开始实施。
