The Joint Research Center for Science and Technology was created in 1989 to contribute to research and development in scientific technology and related fields with the goal of benefiting society at large. While promoting academic exchange with other universities and cooperating with industry and governmental organizations, the Center serves as an active research engine for an open university.

The Center's main activities include: joint research by specialists in industry, government, and academia; lectures on the latest technological trends and research topics; research financed by public organizations and businesses; and exchange with researchers from abroad. The Center reaches out to the world through its research and results.
